Police chief made decision to end standoff

(AP) — Police chief Norman Williams says he made the final decision to order a shot that ended a 32-hour standoff last week at a Wichita Screen Shot 2013-07-15 at 12.12.02 PMapartment complex.

Williams told reporters Monday that authorities had tried numerous times to negotiate with the suspect. He says the decision to “take him out” was based on the man firing shots earlier at Kmart store and at officers during the ensuing standoff. He also noted the length of the standoff.

The police chief declined to say who took the kill shot because the investigation is continuing.

Authorities used water pressure cannons to knock down sheet rock to see inside the barricaded apartment and explosive devices to gain entry.

The Reno County sheriff is leading an ongoing investigation into the incident.

Zimmerman acquittal protest coming to Kansas

Demonstrators from across the country are protesting a jury’s decision to clear George Zimmerman in the 2012 shooting death of an unarmed black teenager while Zimmermanthe Justice Department considers whether to file criminal civil rights charges.

Rallies on Sunday attracted anywhere from a few dozen people to more than a thousand as demonstrators voiced their support for 17-year-old Trayvon Martin’s family — and decried Zimmerman’s not guilty verdict as a miscarriage of justice.

A verdict protest is planned in Wichita Monday. The rally is organized by the Kansas Justice Advocates. The organizers say they want the US Justice Department to file civil rights charges against George Zimmerman. The protest is scheduled to begin at 5 p.m. near 21st and Hillside.

State Health Department May Call You

The Kansas Department of Health and Environment will conduct a statewide telephone survey for five weeks starting Monday July 15 to determine the public’s KDHEperception of the services and role of the state health department. Surveys will be 10 minutes in length and be completed through random digit dialing with 1,000 Kansas adults using landline and cellular phones.

Survey results will be used to help guide the development of an agency communications plan to be used, together with the agency strategic plan, in the future communication of health promotion and protection outreach efforts by KDHE. Survey reporting will also support the State Health Improvement Plan and ultimately the agency’s application for national accreditation to the Public Health Accreditation Board.

“To the Kansans who are randomly selected for this survey, I thank you in advance for your participation. While State and local agencies are reviewing Kansas’ leading health indicators and the capacity to address them, it’s imperative we assess the public perception of KDHE’s role and outreach to ensure there is effective communication to all stakeholders,” said Robert Moser, M.D., KDHE Secretary and State Health Officer. “Effectively communicating with Kansans about public health threats and wellness opportunities is crucial to improving health outcomes in our state.”

The KDHE Office of Communications is overseeing the survey project and the pending communications plan.

“The survey findings will benefit the work of every program across the agency. It’s vitally important to our agency’s mission that program directors in our public health, environment and health care finance divisions are able to use the information to help inform their public outreach,” said KDHE Communications Director Miranda Steele. “Even health agencies at the local level in Kansas can take advantage of the resulting KDHE communications plan, as they, too, depend on the same data to guide and support their public outreach initiatives.”

The survey implementation, analysis and report are supported by a federal grant to KDHE’s Center for Performance Management from the Centers for Disease Control and Prevention’s National Public Health Improvement Initiative.

Rep. Couture-Lovelady Recognized by Kansas Chamber

The Kansas Chamber has released its 2013 Pro-Jobs Legislator list based on legislators’ support of sound business policy that

strengthens our state’s economy and attracts jobs.

“This session the Legislature tackled many tough issues and tremendous progress was made in many areas that have made Kansas one of the most economically competitive states in the region,” said Kansas Chamber President and CEO Mike O’Neal. “This progress would not have been possible without the work of Rep. Travis Couture-Lovelady (R-Palco). The business community thanks Rep. Couture-Lovelady for his work to limit government and create jobs in Kansas.”

After each legislative session, the Kansas Chamber identifies lawmakers who voted at least 80 percent of the time to ensure the state’s economic health by supporting a variety of business issues. These issues range from initiatives aimed at creating a more business-friendly tax climate, containing healthcare costs, improving the legal climate, improving the workers compensation and unemployment compensation systems to
promoting a fair regulatory structure.

“Kansas businesses are working daily to keep their doors open and employees on the payroll,” said Kansas Chamber Chair of the Board of Directors Ivan Crossland, CEO of Crossland Construction in Columbus, Kansas. “This legislative session Kansas moved forward with pro-business policies that help keep jobs in the state. The positive steps achieved this session, would not have been possible without the efforts of pro-job legislators such as Rep. Couture-Lovelady who understand the critical need for a healthy business climate.”
